Elbert County Services Available During COVID-19 Emergency


Offices Closed to Walk-In Visitors; Services Available via Phone, Email, Website, or Drop Off

Beginning on Monday, March 23, 2020, Elbert County will comply with state and federal
guidance for social distancing in order to protect our citizens and staff. Although there
have been no new cases in Elbert County beyond the initial three, to help protect
employees and citizens, offices will be closed to walk-in visitors. Most regular services
and County personnel will continue to be available via phone and email, and materials
may be dropped off at county office locations according to the list below.

Licenses and Permits: Any previously-issued County permits and licenses are
extended until at least April 6. This automatic extension applies to:

• Building permits
• Septic permits
• Driveway permits
• Grading permits
• Restaurant inspections
• Concealed handgun permits

Assessor: The department is still conducting business as usual, but reducing in person
contact for the safety of the public and our staff. Please call (303) 621-3101 or email

Building Department: Building permit applications are available on the County’s website,
and completed applications are accepted by email. Payments will be processed online, and
you’ll receive a temporary permit card to print, along with a red lined set of plans, via email. If
you cannot make payment online, you may mail your payment or come to the County
Building at 215 Comanche Street in Kiowa, CO to drop it off.

Inspectors will continue to conduct inspections; if you meet the inspector, please have no
more than two healthy people and maintain social distancing.

Community Development Services: Timelines for recording of signed plats, site plans, design guides or negotiated subdivision improvement agreements are extended until at least two weeks after the end of the County’s emergency declaration. For questions, contact (303)621-3185.

Extensions associated with any violation letters from the County Compliance Officer regarding county regulations or ordinances will be considered on a case by case basis. For questions, call the phone number on the notice.

Elbert County Fairgrounds: Campground rentals are available, but restroom and shower facilities in the Agriculture Building are closed. Fairground facility rentals are unavailable until at least April 6, and events that have been reserved may be cancelled depending upon their specific circumstances.

Public Trustee: Foreclosure statuses are available on the County website under online services/foreclosures. You are able to search by a number of criteria. Sale reports and other Public Trustee documents are listed under Foreclosure Reports; foreclosure documents are not available on the website. Treasurer: Property tax payments can be made on the County website under “Online Services,” by U.S. mail, or in the drop box and drive through at the Samuel Elbert Building, 440 Comanche Street in Kiowa. The Treasurer’s Office will accept payments postmarked on or before their due date if there is no property tax lien. Property tax liens must be paid in certified funds and be in our office on or before the last working day of the month.

Recording: Documents may be dropped in the 24-hour secure drop box or submitted at the drive through located at the Samuel Elbert Building, 440 Comanche Street in Kiowa. Online recording processed daily. Phone requests can be made at 303-621-3129. The Elbert County Clerk’s Office will waive fees for mailed documents.

Elections: Voter registration is available online at www.govotecolorado.gov. Election registrations or other election documents can be submitted in the 24 hour drop box. For questions, contact (303) 621-3127 or elections@elbertcounty-co.gov.

Motor Vehicle: Many transactions can be completed online at mydmv.colorado.gov. Mail and initial title work is being processed. Governor Polis’ declaration extended temporary tags an additional 30 days beyond the date on the tag. Renewals can also be mailed, dropped in the secure 24 hours drop box, or brought to the drive-through. For questions, call (303) 621-2123.

Eligibility Programs: For SNAP, TANF, CCCAP, Adult Financial, Medicaid, LTC, and LEAP, all interviews conducted by phone. Apply for these programs on the Colorado PEAK website: https://coloradopeak.secure.force.com. Email documents for these programs Elbert.Assistance@state.co.us. Please make sure your contact information is clearly displayed.

EBT Cards: Cards will be mailed to clients when their application is received. If you need a replacement card, you can call 1-888-328-2656 or, to request a card be mailed, call (303) 621-3206.

Child Support: Interviews will be conducted by phone. Apply for Child Support Services here: www.elbertcounty-co.gov/child_support_services.php or request an application by calling (303) 621-3203. Applications can be turned in at our office via the drop box outside of the front door, or by emailing brandi.snelling@state.co.us

Child Welfare: Team Decision Meetings for families will be conducted by phone; contact the assigned caseworker. Caseworkers must still have face to face contact with families to comply with State rules and regulations; however, we will practice social distancing as we are able, and will ask anyone with symptoms to wear a mask. Supervised visitations will be addressed individually to ensure compliance with court orders and considering the needs of the children and families involved.

Adult Protection Services: Adult clients will continue to be seen per our mandates. However, if an adult is in a facility that does not allow any outside visitors, exceptions may be made and documented.

Sheriff’s Office: Due to staffing limitations, VIN Inspections and New Concealed Handgun Permits will not be available until after April 16, 2020. All other regular services are available as usual. Online crime reporting is available at elbertcounty-co.gov/sheriff.
